History

Over four decades of service

1985

In 1985, a tragic incident shook Taipei’s international community. No resources existed then to help foreign residents cope with the emotional fallout, prompting community leaders to seek solutions. Help came from the Community Services Association (CSA) in Cairo, Egypt, whose directors began advising Taipei’s business, diplomatic, and school communities. These Taipei leaders then formally established the Community Services Center, under Taipei Adventist Hospital as a partner and host foundation.

1993

With progress, the Center was able to stand on its own, formally registering as a nonprofit foundation with the Taipei City Government Department of Education in 1993.

2016

The Center now sees more than 5,000 counseling sessions, with our psychologists meeting the needs of the community through crises and joys alike. Staff and volunteers now conduct some 90 classes and tours annually, also publishing the entered on Taipei (later called Centered on Taiwan) monthly magazine and multiple guidebooks. Annual fundraising auctions become a hit with local leaders. 

2020

Counseling numbers rocketed as COVID-19 spread throughout the world — and as Taiwan closed its borders. Our community faced shared and unique challenges, whether persevering through extensive quarantines or being unable to travel back to their home countries and loved ones. The Center stood resilient in keeping everyone hopeful while keeping everyone safe.

2022

The Center had been at the same location for 35 years, and it was time for a new space where our ideas, resources, and staff could grow. Fortunately, we were able to remain in the Shilin-Tianmu area moving only a few blocks away — with a dedicated floor for events plus a dedicated floor for counseling and administration. So many champions, philanthropic donors, and community friends helped make this big leap possible.

2025

Approaching our 40th anniversary, 2024 marked a defining moment in the Center’s history. With new leadership and a bold vision, we launched a transformation to strengthen our mission and better serve Taiwan’s international community.

We focused on four strategic priorities:

Operational Excellence — Upgrading systems, streamlining processes, enhancing our facilities, and extending service hours — all to elevate efficiency, strengthen service quality, and deliver a seamless, client-focused experience.

Community Connection — Collaborating with a wide range of partners — including NGOs, schools, corporations, and local leaders — to create inclusive programs and events that bring people together, support well-being, and help everyone feel at home in Taiwan.

Expanded Services & Access — Broadening our counseling, consultation, and well-being support offerings to better meet the diverse needs of individuals, couples, and families — through in-person and online formats, individual and group sessions, and expanded service locations to better serve Taiwan’s international community.

Enriched Programs & Classes — Delivering a diverse and customer-centric range of workshops, classes, and community experiences for every age and life stage — including in-depth orientation programs to support newcomers and well-being initiatives that nurture the mental, emotional, and social health of Taiwan’s international community.

These changes marked a turning point for the Center, setting a new standard for service, connection, and support across Taiwan’s international community.

🔷 Leading with Purpose

Cammi Chih is a seasoned transformation leader with over two decades of executive experience across finance, manufacturing, and nonprofits. Known as a “corporate doctor,” she is recognized for guiding organizations through crises and delivering lasting change with clarity, empathy, and strategic vision.

At the Community Services Center, Cammi is leading a bold transformation to build an inclusive, customer-centric, and operationally sustainable hub for Taiwan’s international community—offering emotional, cultural, and practical support in a warm, professional environment.

Board of Directors

The Foundation Board plays a key role in supporting the Community Services Center by leading fundraising efforts and using their influence to advocate for the Center’s mission within the community. Serving on a volunteer basis, Board members contribute their time and networks to strengthen the Center’s long-term sustainability and impact.

Ruu-Tian Lawrence

Board Chair

Ruu-Tian Lawrence, a board member since 2012, is a retired CIO from a leading bank. She was the CEO of Taiwan Lottery in 2004-2006. Being semi-retired, she continues to serve many Technology Executives in Taiwan’s financial industry. Ruu-Tian’s expertise in strategic planning and operation modernization serves the Center for continuous growth and excellence.

Andrea Wu was one of the members who served on the Center’s Steering Committee for almost 10 years when she was the General Manager of United Airlines and later the President of American Chamber of Commerce in Taipei. She knows the community well and is keen to help foster a safe and trusting environment at the Center.

Edson Chang

Board Member

Edson Chang, a board member since 2023 and Managing Director at San Fu Global, brings extensive experience in innovation and brand creation. He aims to leverage his entrepreneurial approach to modernize the Center, expand its reach, and ensure a sustainable future.

Faye Angevine is owner of The Bai Win Collection in Taiwan, specializing in a wide selection of exquisite antique and vintage pieces. A dedicated community leader, she serves on the boards of the Community Services Center, Taiwan International Women’s Club, and the Pack Sanctuary, alongside various animal charities, championing both culture and compassion in her endeavors.

Fred Voigtmann

Board Member

Fred Voigtmann is an American lawyer, and a former long-time resident of Taiwan, who has served on the Center’s Steering Committee/Board of Directors since the beginning of Center operations in 1986. He currently resides with his family in Las Vegas, Nevada.

Georgie Hsieh, a board member for more than a decade, as a co-founder of Christian Salvation Service is currently serving as the chairperson. She also serves on several boards of other social services such as Women For Life TWN, Teen’s League TWN. After serving the needs of women and children in crisis, Georgie will continue supporting the development of the Center.

Jeffrey D. Schwartz

Board Member

A board member since 2022. Jeffrey was one of the original Steering Committee members when the Center was first established in 1985. He is the Co-Founder of the Jewish Taiwan Cultural Exchange Association ( JTCA) and Chairman of the Four Star Group, with over 50 years of experience working in Taiwan.

Jerome (Jerry) Hu was born in Kaohsiung, Taiwan. He has been a volunteer board member of the Community Service Center since 2020. An entrepreneur, an ex-banker and an ex-TAS parent, he is currently chairman of the LiDa Foundation, an NGO that grants annual scholarships in Taiwan to top graduate-level mathematics students in National Universities. LiDa also provides scholarships to students who have urgent financial needs in other local colleges. Jerry and his wife, Danna, have lived in Taiwan for over 40 years. They have three married children and two granddaughters.

Maria Ting

Board Member

Maria Ting, a public finance professional with over a decade at Moody’s, the New York State Housing Finance Agency, and NYC’s Economic Development Corporation, has been active in Taiwan’s international community since 2009. She serves on the boards of the American Club Taipei and Fulbright Taiwan.
