Taiwan is home to a growing international community, and building a life here often comes with questions about visas, banking, housing, taxes, schools, and work. At the Community Services Center, we know that finding the right resources and support can make a major difference in helping people feel more connected, informed, and confident in Taiwan.

Through our Organization Spotlight series, we highlight organizations founded by or serving the international community. These spotlights aim to bring greater visibility to the people and initiatives shaping this space, while also connecting you to resources and opportunities you may not have known existed.

This month, we are excited to feature the International Talent Taiwan Office, also known as Talent Taiwan. Launched by the National Development Council in 2023, Talent Taiwan supports foreign professionals, entrepreneurs, international graduates, Gold Card holders, and their families as they build lives and careers in Taiwan. From practical guidance on visas and banking to community events and expert consultations, Talent Taiwan is helping make Taiwan a more welcoming place for global talent.

To learn more about their work, we asked the Talent Taiwan team to share in their own words:

  What is Talent Taiwan?

The International Talent Taiwan Office (Talent Taiwan) was launched in November 2023 by the National Development Council (NDC). We are a national-level service center born from the success of the Taiwan Employment Gold Card Office, which began in 2020.

As Taiwan works toward a goal of recruiting 400,000 skilled international workers by 2030, our office was established to ensure that every professional who chooses Taiwan feels welcomed and supported from day one. We shifted from focusing solely on Gold Card holders to serving all foreign professionals, entrepreneurs, and their families.

What is Talent Taiwan’s mission, and who do you primarily serve in Taiwan?

Our mission is to make Taiwan a welcoming home for global talent. We serve the entire spectrum of the international professional community:

  • Gold Card holders and their families.
  • Foreign professionals and entrepreneurs.
  • International graduates transitioning from study to work.
  • Local employers looking to hire and retain international talent.

What challenges do international or English-speaking residents in Taiwan commonly face that Talent Taiwan helps address?

Moving to a new country involves bureaucratic puzzles that can be overwhelming. We help solve the most common “pain points,” including:

Complex Visa Regulations: Navigating the 4-in-1 Gold Card or other work permit requirements.

Banking and Finance: Overcoming hurdles in opening bank accounts or obtaining credit cards as a newcomer.

Taxation: Understanding tax residency and eligibility for incentives like the 50% tax reduction for high earners.

Daily Integration: Providing guidance on housing, education for children, and legal services.

To further this support, Talent Taiwan has partnered with various experts—including CPAs and firms like XiriLaw and EY—to provide dedicated consultation hours for our community as they navigate studying, working, and living in Taiwan.

What services, programs, or support do you currently offer that would be most helpful for the international community to know about?

One-Stop Help Desk: A bilingual team providing in-person, phone, and email support for any question related to life in Taiwan.

Specialized Consultations: We host experts to provide legal and accounting advice specifically for the international community.

Digital Resource Hub: Our website features comprehensive guides on everything from “One-Stop English Banking” to finding an apartment, securing schooling for children, obtaining a driver’s license, enrolling in National Health Insurance (NHI), and understanding Taiwanese workplace nuances.

Newsletter & Substack: Curated updates on policy changes, career events, and community success stories.

How does Talent Taiwan help individuals feel more connected, supported, or empowered while living in Taiwan?

Beyond paperwork, we foster community. We partner with local organizations to host networking and career events that allow professionals to meet like-minded peers. By providing clear information in English, we empower residents to advocate for themselves at the bank, the tax office, or with their employer, as well as to find a sense of belonging in Taiwan.

Can you share a meaningful impact story, milestone, or example that reflects the difference your work makes?

A major milestone was our expansion in 2023, which grew our service capacity from supporting Gold Card holders to serving over 56,000 foreign professionals and their families. By 2025, we had served individuals from over 119 nationalities, hosted 80 combined events, and fostered a community of over 15,000 Gold Card holders.

To reach global talent directly, the Talent Taiwan office has organized overseas outreach trips to the Netherlands, Germany, India, Japan, Malaysia, and the U.S. to engage with students and professionals planning their move to Taiwan.

We also take pride in the stories featured in our “Made It in Taiwan” series. We’ve supported international graduates like Isaac Yong, Valentina Foykar, and Ryo Hamakawa, as well as community leaders like Andrew Wu (SALT Collective), Jan Tiangco (TIFA & Taiwan Love and Hope International Charity), and Priya Lalwany Purswaney (Indians in Taiwan)—all of whom have successfully built businesses, non-profits, and communities that give back to Taiwan.
